Air regulations

For private foreign aircraft or other general category aircraft to be allowed passage through international air routes above Serbia and to land at and/or take off from international airports, a flight plan must be submitted to the Serbia and Montenegro Air Traffic Services Agency at least one hour before entering Serbian air space. The plan must contain the name of the user or owner of the aircraft if it is different from the aircraft’s call sign.

Foreign aircraft may fly in previously defined zones and routes and to airports not approved for international transport, on condition that the first landing and final take off before leaving the territory of Serbia takes place at an international airport. For flights of this kind, on landing at an international airport, a plan of intended flight to a domestic airport must be submitted at least one hour before the envisaged take-off, as well as the usual flight plan.

For foreign aircraft to be allowed to fly outside international air routes and international airports, special authorisation from the Serbia and Montenegro Air Traffic Services Agency must be obtained five working days at the latest before the start of the flight. The application for authorisation must contain:

  1. name of owner and user of aircraft and his or her address (telephone, fax, telex)
  2. type of aircraft, MTOM (maximum take-off mass) and aircraft call sign
  3. departure and arrival airport, as well as the precise times (UTC) of take-off and landing
  4. date of flight, flight path, entry/exit points, as well as the estimated entry/exit times
  5. precise altitude of the flight (QNH)
  6. aircraft equipment
  7. detailed purpose of the flight
  8. third party insurance certificate
  9. full names of the crew and passengers, nationality, passport numbers and validity

A flight permit or flight approval is valid for 24 hours, from the time of the planned entry into Serbian air space or from the planned time of take-off from an airport. If any information in the application for flight authorisation changes, the applicant must submit changes and amendments at least one hour before entering Serbian air space or before taking off from an airport in Serbia. If the deadline expires, a new application for flight authorisation and flight plan should be submitted.
